Details of the Incident:

On January 18, 2020, an African American child was trafficked by rogue agents of the Federal Bureau of Investigation (FBI) as part of a broader effort to silence the undersigned, Dennis Bruce Allums, who has consistently exposed the abuse of women and children in Berkeley, California, between 2008 and 2012.

Instead of intervening to protect the child, the San Francisco Police Department (SFPD) and associated entities actively worked to undermine accountability and justice. This included falsifying police reports about the trafficking incident and obstructing efforts to expose the truth.

A particularly egregious act occurred when Ellen Deloise, a representative of the San Francisco Office of Police Accountability, claimed that Officer Simon Hoang was not a member of the SFPD—an assertion that was later proven false by SFPD Internal Affairs. Internal Affairs verified that Officer Simon Hoang was indeed a San Francisco police officer and confirmed that no investigation into his alleged falsification of police reports was conducted, despite its necessity.

This deliberate misrepresentation, compounded by systemic inaction, enabled the continued trafficking of African American children across the East Bay. It was only through my efforts—despite active attempts at entrapment by federal agents—that these trafficking operations were disrupted. Over a 35-day period, I identified multiple trafficking incidents, each preceded by documented instances of police corruption that I had reported.

This undeniable pattern highlights the involvement of both federal and local policing entities in a criminal conspiracy to traffic African American children. It also underscores their collective efforts to defame, discredit, and silence individuals, like myself, who uncover their corrupt practices.


Request for Accountability:

Given the gravity of these events, I formally file this complaint against the San Francisco Police Department and related parties for their roles in enabling and perpetuating the abuse and trafficking of African American children. This includes:

  1. Falsification of police reports by SFPD Officer Simon Hoang.
  2. Obstruction of justice by the San Francisco Office of Police Accountability.
  3. Failure to protect children despite clear evidence of trafficking and abuse.
  4. Participation in and facilitation of a criminal conspiracy that led to the continued victimization of vulnerable children.
